Your question is too complicated to answer with any depth on this bulletin board. You can read some of my other posts and see my recommendation on how to find a lawyer in your town or city. You can also go to http://www.nmbar.org and look there for lawyer referral. I believe they'll provide an 800 number for you. You need to speak to a family lawyer who has some experience with international adoption. You may also want to speak with an adoption agency. Sometimes an adoption agency can answer many of the question you will have about the entire process of international adoption. Sometimes they can also provide names of other people who have completed international adoptions and they can give you pointers on what to expect.
Adoption is a somewhat complex legal matter in and of itself. The laws are there to prevent baby selling - which used to happen many years ago. There are other complexities involved when adopting internationally because you have to satisfy the laws of the state/country you are in and the laws of the country from where you wish to adopt. A consultation visit with an attorney who has some experience in this area will identify many of the complexities and provide a road map for you through this process.
Good Luck.
