I can't answer your question without a lot more information. Was custody awarded to him by a court after a divorce proceeding, or a child abuse and neglect proceeding, did CYFD have custody and place them with father, were there abuse and neglect charges filed against father that were adjudicated, were you a party to the proceedings and were there charges against you that were adjudicated - ???
