if parents have joint custody, how binding is it for a hearing officer to make one parent the custodial parent over the other?

The hearing officer's recommendations become binding on both parties when adopted by the judge in a final order. You can object to the recommendations by filing objections with the judge within the specified period (I think it's 11 days but check the recommendation document) of the filing of the recommendations by the hearing officer. The judge has the option of holding a new hearing or not.
