can indians treat medical conditions on the reservation with non fda approved treatments of practices. For example, can the use of non fda cancer therapys be conducted on a reservation with out fda interference?

Any modality can be used provided it does not involve the dispensing of non-FDA approved drugs within the boundaries of the United States, including Indian Country. So, no.
