parking lot accident
i backed up and hit a car. very minor damage. am i at fault if the car i hit was parked in a no parking/fire zone?

Most likely: you still failed to see the car that you backed into. If you were driving a fire engine and you creamed the bozo in the fire zone, you would probably not be liable, but in this case, you seem to be responsible and your insurance should cover the loss.
