Magazine Publishing

We are thinking about starting a magazine that is a price guide for collectible cards (Magic the gathering, baseball, basketball, etc) Do we need special permission from the companies to do that?

You need only clarify that you have no sponsorship or affiliation relationship with the relevant trademark owners. Do be aware that the contents of your planned publication are merely facts and therefore not entitled to copyright protection (no matter how hard it may be to ascertain the data). Therefore, you could have serious problems protecting yourself against people scanning the data and posting online....
