Using Paid Time Off days when childcare provider is sick

My husband recently took his second sick day ever in his four years of employment with his company. The reason for the day off was that our childcare provider was sick, and he had to stay home with our daughter. On returning to work, he found that his HR department had been bad talking him to another employee. Also, his supervisor told him to not let this happen again. Is this legal?
