Someone used my social security number to obtain financial information about me without my permission. Is that legal?

No, it is identity theft. They could use your SSN to obtain a credit card, or other valuables in your name. You need to put a stop to this, including reporting to law enforcement if any unauthorized use of your identity is committed.
