land easements

if a person is a citizen of another country but a resident in the US, owns property and there is an issue with the easment. Can the non citizen file a law suit in state court or does it have to be in federal court.

Any legal resident can file a civil suit in state district court in NM. If you have a valid visa, you may have access to the courts for issues such as you describe.
