A motor bike is in someones name, but a second party has paid money on it, who does it belong to?

Motor vehicles legally belong to the person(s) in whose name the title is registered. If someone else makes payments they may have a civil claim for money against the owner of the bike, but the bike legally belongs to the title-holder.
