Is it possible to sue someone who is not a United States citizen?

Yes, if they are within the borders of the United States. Maybe, if they are not, depending upon which country they live in and our diplomatic and treaty relationships with that country. Also, if they were in the U.S. and have departed, it is possible depending upon the facts. More specific information is required for a more precise answer.
