Legal Question in Real Estate Law in New Mexico

A vacation property is jointly owned by six fueding family members in New Mexico. One member has refused to pay porportional share taxes, insurance, city ordered improvemenst for the past twenty year and refuses to sell out their portion to remaining family members. Is there a way to force payment of historical share, or file a lien or something to gain control of the property for non-payment?
