Speeding Ticket on Reservation
Will a speeding violation on an Indian reservation in
Taos County appear on my state driving record and, in
turn, count against my insurance?

Yes, it will appear on your state driving record. Generally it will not affect your insurance rates unless you are a repeat offender [chronic speeder].
