Probate or Joint Tenancy with Rights of Survivorship

My brother who resides & owns lands in Datil, NM, has asked me to be the executor of his will. He purchased the land for approx $10,000 and owns several old vehicles & some equipment. He owes approx. $6,000 in credit card debit. If he places me as joint tenant with survivorship rights on his property, would that eliminate the possibility of the credit card obtaining the liability? If this would not make a difference, can a small estate containing land go through an informal probate process?
