my step-mother is refusing to cooperate with implementing my father's will. What can I do to force her to comply with my father's will?

File a probate. Advise the court that there is a will the possessor of which refuses to file. Go from there. You can do it yourself using forms on the NM Supreme Court website, or retain an estate attorney. Which you should do depends upon the value of the assets involved.
