Legal Question in Disability Law in New York

I was sent a bill from a CSW for three years of services provided to my son while he was away at college. Most of the services were two and three years prior to when I received the bill for the first time. My Health insurance will only pay for current months through 18 months ago. Am I responsible for the older fees?

No . . . if your son is over the age of consent then he is responsible for the payments. You may want to file an appeal with your insurance carrier.
