Legal Question in Disability Law in New York

My grandmother is partially handicapped. She needs a wheelchair for long walks and can't get in and out of a regular bath tub. She tried to get a two double bed handicapped room at a hotel because she is with my aunt and two cousins. All of the hotels handicapped rooms are one bed only. I don't think it would be fair for them to have to buy two hotel rooms.
