Legal Question in Disability Law in New York

I am Legally blind, i live in an apartment complex in buffalo NY, i am driven around by my sighted guides, my complex get blocked off frequently due to a large number of events and concerts near me, Can my complex refuse me a parking pass being Vision Impaired and not driving? i feel as if i am being discriminated against, Police blocking the roads refuse my entry to the streets to my complex to ensure my safety traveling home i need a Parking pass from the complex or they will not let me by, they claim my fab key is not enough for them to be allowed to let me through, some officers allow me by while others harass me on the issue and tell me to turn around, refusing my entry, can you give me any advice to help in this situation?, does the refusal of a parking pass for me to get home violate the ADA?

A formal letter to your complex/landlord explaining that you are blind and that you need access to your home when you use a car service is a start. You may also want to let them know -generally- that you believe they are required to give you such access under the ADA. If they refuse you can then file a complaint with the EEOC or the NY State Div. of Human Rights or a similar agency for Buffalo.
