Our property manager has bounced 3 checks and owes us thousands of dollars. Every week he claims to have sent the check out and we haven't received. He also billed us for work that hasn't happened. We are looking for a new manager but live in CA - properties are in NY. What recourse do we have?

There is very limited info here but I can tell you that bounced checks are serious matters and even a federal crime. The bounced check(s) itself is "res ipsa loquitor" which is a legal term that means "the thing speaks for itself".
