After an official doccument, such as a Will or an Agreement, after signe by the notary what does tha title, Commission Expires means?

When the notary's license expires.

That's the date when the notary's license expires and must be renewed in order to take oaths. As long as the date the commission expires is later than the date the papers were signed, then the notary was authorized by law to take a sworn statement by the deponent.
