What steps do I need to take to collect non payment of a settlement from a lawsuit in NY, I am in PA. How do I file/complete/carry out a Writ of execution?

You must first convert the settlement agreement into a judgment. Once you have the judgment, and if you know the location of an asset, you would have to file (through the court since you are not an attorney) a property execution notice with the Sheriff or Marshal.
