what are the laws for a person that has been convicted as a felon leaving the US ????

Depends upon whether you are on probation, whether you have a valid passport and whether the country you're planning to go to has rules about entry of felons. Consult the State Department web site and immigration (in your case, emigration) counsel familiar with the country you want to go to before making a move.
