Subpoena

How do you subpoena someone's own mortgage payment history from their Bank in Florida and in New York ?

I can only address the New York part of your inquiry. You should be able to get your own records from your bank by a simple written request. Not knowing the facts underlying your question, it's difficult to fathom why a bank would refuse a customer his own records.

In any event, subpoenas are available only if you're involved in a legal action. There's no indication in your question that you are involved in such an action, so that option is out. If the bank is wrongfully refusing to give you your records, you can complain to the relevant regulator. If it's a state bank, the NY State Commissioner of Banking, and if it's a national bank, the Office of the Comptroller of the Currency.
