Is all workers compensation benifits exemt from filing chapter 7 bankruptcey in New York State?

The roaringly insufficient answer to your question is maybe. The definitive answer depends on your specific situation.
You need to find an attorney who practices geographically close to you to guide you through the bankruptcy process. Do NOT try bankruptcy on your own. The law changed in 2005 and the changes are pretty tough; they make it very easy for you to relinquish any rights you had under the law. Do this process with the guidance of an attorney!!
If you need a referral, your county bar association may be of help, or the NYS Bar Association runs an attorney referral service.
If your income is low enough to qualify for their help, your county's Legal Aid Society may provide you with free or low-cost representation. Call them to see if you qualify (you'll find them in the Yellow Pages). This is NOT charity, btw, nor is it your tax dollars at work; these lawyers are paid through a mandatory program of attorneys donating the interest on their trust/escrow accounts to a fund to provide legal services to people who would otherwise not have access to the legal system.
