I was discharged in 1999 with chapter 7, but I now face the same situation now, due to health and marital issues. Can I file again, or do I need to wait a few more years

You can file again as long as it is eight years from the date of your last FILING Date.

the debt will be discharged unless the creditor files an adversary proceeding and is successful.
