bankruptsy ???
can the usps put a claim on income tax and take it even though they have already put in a claim under our chapter 13 plan

The answer is no. Once you file a bankruptcy and list a creditor, that creditor is stayed by federal law from taking any additional collection action. Here, you listed the creditor, and the creditor acknowledged your bankruptcy by filing a proof of claim. They cannot do anything further.
