Criminal restitution
if not convicted of a crime but atmmited to a wrong doing can a person file for bankruptcy to get a discharge for the amount that was stolen to begin with ?

It is not clear from your question, wht the exact nature of the act that was committed. Needless to say, many such debts might be dischargeable in a Chapter 7 if not challenged by a creditor, or in a Chapter 13.
You need to sit down with an attorney who can review your documentation and evaluate your situation.
