Can I file for Chapter 7 Bankruptcy if I am already in Chapter 13 and my earnings have been significantly reduced?

As a matter of right you may convert your Chap 13 to a 7, which would cause the 13 to be dismissed and the Trustee changed.
Check with the court as to the fee to convert, it is likely minimal but would need to be paid at the time and there is also likely to be a fee when you add creditors to the case.
