If you or your mom can't afford full attorney fees, try contacting your local Legal Aid Society (it may be called something different in PA; get the information about your local low-income legal services providers from your state and/or local bar association).
If you have a law school nearby, you might contact them to see if they have a clinic. Law students have to learn to practice somehow, and the law clinic courses offered by most law schools sets them loose on the unsuspecting world under the supervision of a law professor -- and the work they do is generally good, and it's free or very reduced in cost (they're working for grades, not money).
Good luck.

YOUR MOM NEEDS A LAWYER TO REPRESENT HER AGAINST THE TAXING AUTHORITY.
It's possible that bankruptcy proceedings can forestall a tax foreclosure under certain circumstances.
YOUR MOM NEEDS A LAWYER TO REPRESENT HER AGAINST THE TAXING AUTHORITY. I cannot stress that enough. Bite the bullet and retain an attorney to represent her if you want her to keep her house.
Good luck.
