How would I find a pr bono layer in NY for a person who is mental disable

Excellent question.

Every county in NY has a Legal Aid Society; you can find them in the phone book under LAWYERS. Start there. You'll have to call them to find out when they accept new client calls, then call them again during that new client call time. Explain that the person is mentally disabled (you may have to explain in what way), disclose the income the mentally disabled person gets from SSI or whatever, and see if they qualify for Legal Aid's representation.

Legal Aid may then refer the case out to an outside attorney who has agreed to work x number of hours on Legal Aid's cased for free for pro bono credit (lawyers get brownie points and set themselves up for getting paying referrals by working on pro bono matters).
