how long does a creditor have to file a claim against a debtors estate does it have to be by the deadline

Your answer lies in the bankruptcy law, title 11 of the United States Code. See http://www.gpoaccess.gov/uscode/browse.html .
Unless there is some good reason why the proof of claim is not in by the deadline, then the court will generally hold creditors to the deadline given.
