I plan to make a website that is information and opinion based. What i need to know is that if i get people tp advertise on my website for a fee, Would i have to get a buisness license.

An individual may operate a business as a sole proprietor. As far as a "business license", check with the local county clerk, especially if a business is operated under an assumed name (also called a D/B/A/ --- "doing business as"). As a sole proprietor, all income or loss would be reported on the individual's personal income tax.
When creating a website, it is important to determine if the type of site is requird to adhere to any local or federal laws. For instance, is it promoting a certain type of business? Is the website collecting information? Will it distribute that information? Depending upon the answers to these questions, certain policy statements must be posted.
