No. It is merely an invitation to bargain.
Let's suppose a price list is posted at a store for a bunch of products. The one you desire has been sold out or is no longer in stock. The store is not obligated to find the product if you insist that they sell it to you.

no, but be wary of the rest of the language in the advertisement to ensure there is no construable offer there
