who do we speak with about our board president for not allowing our members to review the money transactions, bills, receipts, and minutes

Generally, government agencies will not look into the matter unless you have proof of wrongdoing - right now you can only guess. You must have a lawyer and an accountant examine the circumstances. You may be able to commence a proceeding in court to obtain all of the books and records. You should discuss the circumstances with a lawyer before you confront the board president.
