Generally, government agencies will not look into the matter unless you have proof of wrongdoing - right now you can only guess. You must have a lawyer and an accountant examine the circumstances. You may be able to commence a proceeding in court to obtain all of the books and records. You should discuss the circumstances with a lawyer before you confront the board president.
