Can board members of a non profit vote by proxy in New York?

Section 708 of the Not-For-Profit Corporation Law does not address vote by proxy of board members. Therefore the permission to vote by proxy has to come from the articles of organization of the bylaws. If the articles or the bylaws do not specifically address it then it is not allowed.
