Bought a cat and got riped off

We bought a cat in Up state New York and the lady gave us a bill of sale stating that the cat was Tica registered and she will send us the papers in the mail we have had the cat now 4 months we have contacted her and she said she hasn't received them tica is not familiar with the name of the breeder what can we do I would like to breed him but can't with out the papers. I have a copy of the bill of sale in front of me and its on letter head paper and her name, date, telephone number and address is on it.

Hi there -- I received your post on 5-23-2001.

Sue in the local Justice Court--in the Town or Village--wherever the defendant resides-to obtain jurisdiction.

It appears that you id nbot get the benefit of the bargain.
