How long do you have to wait to reopen a motion after the judgement?

I'm not sure what you're asking.

If you're asking how long you have to wait to appeal a judgment (get the judgment reviewed by a higher court), you should appeal as quickly as possible since waiting too long would lose your right to appeal.

If you're asking how long you have to wait to reopen a case in the same court after it has been adjudicated, the answer is generally "forever." In most cases, you can only litigate a matter once.

If you're asking how long you have to wait to get the judge in a case that has not been finally decided to rule again on a motion that s/he has already ruled on in that case, the answer is that, if you disagree with a judge's ruling, you generally must take an appeal to get that ruling changed.
