business
what is the legal term when someone opens a company and names their business similar to your.. uses your same policies and guidelines. basically, runs there business exactly like yours?
and ..is there anything legally we can do to stop it?

The term is misappropriation and unfair business practices and competition. I would have to see what the exact circumstances are to tell you what your remedy would be but normally you can file for an injunction barring the unfair practices and seek damages.
