Charging practices
Is it legal for a nonprofit membership organization to have two separate membership fee strucutures for the same service, one for cash transactions and a second higher fee for credit card transations?

It depends: an examination of the organization's charter and by-laws would be necessary. Also, if the discrepancy is essentially the cost of its clearing a CC transaction, the practice is not overly burdensome and in line with other organizations' practices.
