As a Franchise Attorney I can say the following. Anytime you operate a business, you need a business license. If you are selling at retail, then you also need a sales tax permit. Whether you also need to file a DBA depends on the name used to operate the business. Consult with a good business or franchise attorney in your area for specific advice.
