Legal Question in Business Law in New York

Someone from my old Agency ( I don't know who or why) sent an e-mail to a City Agency that I was taking a job at, syainf I was not working there anymore. I was not at work on that day so someone (most likely IT) entered my e-mail and sent an e-mail which did not put me in good light (I was leaving them) even thou i was not at work that day. Isn't there something wrong when someone acceses your e-mail and actually sends one on your behalh?

It is generally illegal to do what you describe.
