Is email considered a legal form of a written notice to terminate an agreement?

Any attorney will say it depends on what type of notice is specified in the agreement. For example, some agreements say notice must be by registered or certified mail. Others say it can be provided by fax, etc. Consult with a good business attorney in your area for specific advice.
