Employee Manual
I have requested on numerous occassions to my company's HR department to be provided with an employee manual; however, all the individuals I have talked to have refused to give me a copy of this manual, saying it is currently in flux and they can not give this to me. Do I have a legal right to obtain a copy of the employee manual for the company for which I work, and what can I do in this instance? This company is part of a publicly traded parent compay with several thousand employees.

I bet I even know within a couple of guesses what company you work for, since I had the same problem with a large company I once worked for.
The employee manual forms the contract between the employer and the employee. The employee cannot know how to fulfill the contract unless s/he has a copy thereof. Can the company withhold it? Yes. They're bigger than you with deeper pockets to handle a lawsuit, so the practical answer is that they can withhold the employee handbook. Should they withhold it? No. Can you do anything about it? Probably not, unless you want to risk your job and take them to court (with, btw, absolutely no guarantee of winning your case).
If the HR types get obnoxous, ask them to show you the policy behind their obnoxous demands. That they MUST do.
