Is it legal for a financial institution to ask for money up front? To ask to send money via western union?

It depends. For what purpose are they asking for the money up front (via Western Union)?

Your question is vague, but unless you are sending money to a family member, I would be very careful with sending anyone money via Western Union. Could be a scam.
