How do I find out about laws of opening a phot buisness

i would like to know if you need to have a permission slip signed by a parent everytime they are photographed in school

i have presented the concepts of yearbook videos and am concerned as to whether or not the kids need to have a slip signed by their parents

If you are planning on publishing your video or still photos anywhere (and yes, a yearbook counts as "publishing", as does the internet), you need to have parental releases for any images of kids. Very often, this can be taken care of with a blanket release signed by parents giving the school permission to use photographs of their children in school publications. However, some parents object to publishing their kids' images based on safety, religious or other concerns. Those parents will not have signed a photo release. You may not use images of those kids.
