what is a government grant money and what is the ups and downs to it?

A grant (not just a government grant) is basically a gift of money. It does not have to be repaid.
Often there are strings attached, such as (for example) the use to which you put the money, or the person to whom the money can go. The particular strings depend on the particular program granting the money.
