Please explain Joint tenants esp. can one co-owner of
property held as joint tenants with right of
survivorship sell items without the others permission
or cancel the joint tennancy without the other
permiss

In a true joint tenancy with right of survivorship [JTWROS] which reads "Joe AND Mary" the answers are:
1. No, neither can sell without the other's signature on the deed;
2. No, neither can end the tenancy without the signature of the other on a deed or a court order of partition.
