Is it legal in New York State for a store owner to purchase merchandise from a different grocery store and sell it at their own store for a higher cost?

As a Franchise Attorney I can say this. They have to sell it at their store for a higher cost, otherwise they won't make a profit. Sales price, minus cost, equals gross profit. Consult with a good business or franchise attorney in your area for specific advice.
