Licensing for a Business

I was planning to open a legitimate masseuse center on Staten Island in NY. Are there any restrictions as far as zoning. Also my focal point of the business is light touching and body rubbing. Are there any licenses associated with this? The licenses that I hear about are for massages, but I'm not sure if it would be considered the same or if it's a loophole. What other type of licenses do I need.

Because you're planning to operate in one of the five boroughs of New York City, special City rules, regulations and restrictions may apply.

If you don't want to hire a lawyer (and not hiring one who practices in the five boroughs would probably be a mistake), you can contact the Staten Island zoning board to see what zoning regs apply. Contact the NYState Dept. of Education, Office of LIcensing in Albany to see what educational licensing applies (just about anything that involves getting paid to touch another person requires a license, I believe).
