Under the New York Alcohol Beverage Control Law Section 64(8), a Catering Establishment Liquor License requires that you have a permanent physical location with "suitable and adequate kitchen facilities and accomodations to provide food and services for not less than 50 persons". After you open the permanent catering hall or facility, you can then have off-premises catered events by applying for one-day catering permits, like any on- premises licensee (Restaurant or Bar) is permitted to do.
